L-3 Communications Klein Associates, Inc. of Salem, NH has developed the HarborGuard® Integrated Waterside Surveillance and Security System, which combines radar and video surveillance technology to provide all weather, day/night coverage of over water areas. The HarborGuard® system is a commercially available technology which is currently in use by the US Navy for protection of bases facilities worldwide. In addition, other commercial and local government agencies are using the system in offshore platform, port/harbor and bridge security and surveillance applications.
The HarborGuard® system is designed to detect, monitor and track very small targets on the water. The system has been tested against small boats (Jet Ski’s, rubber rafts, etc), surface swimmers and even floating mines and other simulated floating improvised explosive devices. The HarborGuard® system with a single Small Target Detection Radar sweeps the surveillance area 80 times per minute and can cover an area of up to 25 square miles. The system automatically monitors all target activity in the coverage area and compares the targets location and movement against programmable sets of alarm rules. An alarm automatically cues a camera on the target for identification and can trigger external deterrent components such as searchlights and loud hailers. HarborGuard® can also integrate with Thermal Imaging devices, Diver Detection Sonar sensors and Automatic Identification Systems (AIS), which further enhances the systems capabilities and provides effective Maritime Domain Awareness.
