L-3 Klein’s HarborGuard® Integrated Waterside Security and Surveillance System is a proven, high performance, cost effective solution for real-time monitoring of coastal areas, ports and waterfront facilities. The modularity of the HarborGuard® hardware and software components supports a building-block approach, providing flexibility in the selection and design of system configurations.
HarborGuard solutions can be designed and configured for use in land based surveillance and security applications. Typical applications would include:
• Coastal Surveillance
o Vessel Traffic Management
o Border Protection and surveillance of illegal activities (smuggling, illegal immigration, drug trafficking)
o Monitor restricted areas (weapons ranges, national assets/treasures, VIP compounds)
• Ports, Harbors and Other Waterside Facilities

o Offshore Oil and Gas Exploration, Construction and Production Facilities

The system provides multiple layers of surveillance and protection against waterborne threats and intruders. The layered approach, illustrated in Figure 1Error! Reference source not found., provides:
• All-around Detection & Monitoring
o Coastal Surveillance Radar provides coverage from the harbor approaches to the horizon
o The Small Target Detection Radar provides continuous surveillance of inner harbor
o Detection of small, high speed craft within the coverage area
o Integrated AIS base station for interrogation and reporting of all AIS equipped vessels
• Alert and Identification of potential threats
o Warning and Alarm zones triggered by incoming intruders
o Automatic cueing of the systems high performance CCTV and Thermal Imagers
o Operator can evaluate and classify intruder alarms from a central workstation
System Overview
The core of the system is the HarborGuard® Real-time Situational Awareness workstation. The HarborGuard® workstation, suitable for command center installations, provides simple to use, PC based applications that display the real time picture from the system’s radar, AIS and CCTV/Thermal IR surveillance sensors. All tracked target positions and movements are compared with configurable warning and alarm zones which can trigger automatic positioning of the CCTV/Thermal sensors for threat analysis.

o High speed Radar Scanner for enhanced detection in clutter
o System optimized for detection of small surface targets
o Automatic detection/tracking with user defined acquisition and alarm zones
• Automatic detection of the following threats:
o Normal vessel traffic
o Low profile manually propelled craft (kayaks, rafts, etc.)
o small high speed craft
• Integration with Cameras (FLIR Infrared and Visible)
o Automatic pointing and following threat targets
o Manual control of any camera using mouse and on-screen “point and click”
